PAIGEF promotes Regional Training Action on “Negotiation of Contracts and International Loans”
On December 10, 2018, in Luanda, the Institute for Training in Economic and Financial Management of the PALOP (IGEF), in partnership with ISCTE – Instituto Universitário de Lisboa, through its IPPS-IUL Public and Social Policies), underwent training on, “Negotiation of Contracts and International Loans”, aimed at senior managers in planning or finance functions involved in the negotiation of contracts and international loans of the PALOP and TL.
The training course it is focused mainly on Administrative Law, Economic Law and Financial Law, designed at strengthening participants’ capacity to negotiate and contract international loans. In particular, the coaching enabled the trainees to identify, analyze and apply the standards instituted as: i) the relationship between the financial decision and the decision to contract; (ii) relevant economic and financial aspects which enable a comprehensive understanding of negotiation and public procurement.
With a total of 30 hours of classroom training, the course lasted until December 14 and covered the following topics:
- The fundamentals of negotiation
- Negotiation methods and techniques
- The rationale of public debt
- Sources of external financing
- Analysis of obligations
- Conditionalities and cost of financing
- Analysis of the guarantees and eventuality of non-compliance
- Jurisdiction applicable
- Presentation of World Bank loan contracts
- Presentation of case studies
The training is, a part of the IGEF Support Project (PAIGEF), co-financed by the European Union and the Contracting Countries of the Institute.
PAIGEF aims to strengthen economic governance capacities and the effectiveness, transparency, quality and efficiency of the Public Finance Management (PFM) systems of the PALOP countries and Timor-Leste by improving human and institutional capacities in the field.
